You can only choose 4 settings to be shown, and it's quite obvious that you can't use the same action for more than one button. Clicking on any of them will display a list with all the available actions, so select the one you want to keep for that button. Then, under the Quick actions settings group, you will see 4 icons which represent the quick settings that are currently displayed in the Action Center.
